Jennifer Villa holds a BA from Loyola Marymount University, a Master’s degree from Cal State Long Beach, and completed one year of law school. She began her career in 1997 as a youth counselor at Olive Crest Group Home and in 1998 also worked as an investigator for the Law Offices of Harold LaFlamme in Orange County, advocating for foster youth. Jennifer entered probation in 2001 with San Bernardino County, serving as a Deputy Probation Officer until 2007. After one year with U.S. Probation, she returned to San Bernardino County as a DPO III. She later promoted to Supervising Probation Officer, overseeing Professional Standards, Training, Enforcement, and the Sex Offender Unit. From 2015 to 2022, she served as Division Director for Professional Standards and the Central Juvenile Division, while also acting as County Human Resources Officer for two years during a vacancy.
Since 2022, Jennifer has served as Deputy Chief Probation Officer for San Bernardino County Probation. In this role, she has overseen Adult Community Services, Adult Special Supervision, Policy/Procedure/Audits and Inspections, and most recently, the Juvenile Community Services Bureau.
Throughout her career, Jennifer has developed board items, contracts, grant applications, and MOUs, and contributed to a nearly $300 million probation budget. She oversees the Juvenile Justice Coordinating Council, Juvenile Justice and Delinquency Prevention Council, Youthful Offender Block Grant, JJCPA budget and application, and the Community Corrections Partnership annual budget and plan. She regularly prepares and presents board items and responds directly to the Board of Supervisors on probation matters.
