The Adult Operations Bureau delivers services through five divisions: AB 109/Postrelease Community Supervision, Adult Field Supervision, Special Supervision, Adult Re-Entry, and Adult Court Services. This bureau oversees individuals released from state prisons and county facilities, as well as noncustodial clients placed on formal supervision by the court. Its primary responsibilities include community supervision, facilitating rehabilitation, and ensuring compliance with court-ordered conditions, including returning clients to court if they violate their terms. Additionally, specialized services are provided for higher risk individuals convicted of domestic violence and sexual offenses.
Adult Court Services
The Adult Court Services Division is comprised of six teams that serve various court functions. The Adult Investigations team completes pre-plea and sentencing reports, while the Resident Probation Officers team represents probation at the County's four regional Superior Court Justice Centers: Central, Harbor, North, and West. The 1203.9 PC – Interstate Compact team monitors probationers pending in-state or out-of-state transfers. The division also partners with Young Adult Court and the Collaborative Courts, including Drug, DUI, Recovery, Opportunity, Whatever It Takes (WIT), and Veteran’s Treatment Courts - the latter recognized nationally in 2022 for its' work with justice-involved combat veterans.
Adult Field Supervision
The Adult Field Supervision Division supervises adult clients on formal probation across Orange County. Deputy Probation Officers work collaboratively with community-based organizations to provide treatment, rehabilitation and re-entry services to clients that struggle with mental health, substance use disorders and the unhoused population. Deputy Probation Officers support community safety through offender accountability, enforcing court orders, assisting victims, and promoting productive lifestyles by using evidence-based techniques to teach clients problem solving skills to reduce recidivism.
Special Supervision
The Special Supervision Division (SSD) is a large and diverse division that supervises high-risk adult and juvenile populations including adult and juvenile gang members, adult sex offenders, adult domestic violence clients, and individuals with violent or weapons-related histories. This division works collaboratively with local law enforcement agencies, treatment providers and county agencies to protect victims and the community while addressing the rehabilitative needs of clients. Special Supervision provides department-wide services for appropriate populations and personnel via: GPS monitoring, radio dispatch, forensic device analysis, and K-9 operations. The GPS Monitoring Center provides enhanced supervision and tracking of clients pursuant to Penal Code (PC) 1210.07. GPS tracking may also be required as a condition of formal supervision.
Public Safety Realignment – AB109/PCS
The AB109 Division is responsible for supervising individuals who have been released from state prison to probation under California’s Public Safety Realignment Act (AB109). This includes Post-Release Community Supervision (PCS) offenders and those sentenced under Mandatory Supervision (MS). Officers conduct regular field contacts, home compliance checks, and drug testing, and they coordinate closely with law enforcement, treatment providers, and community-based organizations. The AB109 division also works with contracted service providers to deliver day reporting programming, cognitive behavioral therapy, substance abuse treatment, vocational training, and transitional housing. Through a combination of supervision and rehabilitative services, the AB109 Division seeks to reduce recidivism and support long-term stability for justice-involved individuals.
Adult Re-Entry Division
The Adult Re-Entry Division (ARD) was established to create a comprehensive reentry system accessible to all individuals released from custody. This system ensures seamless coordination among County and community partners, allowing for a smooth transition from incarceration to post custody life without disruption in services, treatment, or programming. ARD encompasses several teams, including Adult Diversion (coming soon), Re-Entry/Housing, Pre-Trial Assessment, Secured Electronic Confinement, Firearms Relinquishment, and the Mobile Resource Vehicle cadre. Moving forward, ARD will also oversee the Workforce Re-Entry Program and the Community Re-Entry Center (under development).
